If you see a problem then report it directly to the boat owner as the authorities (Harbour Masters Office) are not obliged to assist or contact owners as they have no legal requirement to contact you unless you vessel is defined as a danger to navigation, and moored boats are not deemed a danger to navigation, whether they be on or under the water, even though they are usually the only people to hold your contact details.
